Description

1. Added package publishing workflow
2. Updates version in setup.py and pushes change automatically
3. Builds package on python versions 3.9-3.12 to make sure it is compatible with all
4. Added update_version.py which is necessary for the workflow

Test Plan

1. Push to main branch and see if it packages properly
2. Make sure setup.py is changing properly
