P4 auto arrays

Revised reformatting

• Ensure all body and target values are arrays
• Pretty-print all json and jsonc code blocks
• Use 2 character indentation
• If the value of a key in the JSON is either a single string, or an object with only one key and the resulting JSON is less that 120 characters, condense to a single line rather than expanding onto multiple lines
