Adding Artifacts fails on vanila Dev Machine with VS2013 #5

Adding an Artifact fails with
"Could not load file or assembly 'Microsoft.VisualStudio.TextTemplating.11.0, Version=11.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.. "
There was no previous Version of Visual Studio installed and that is why Version 11.0 is not there. Version 12.0 is... The Issue is already known.
