[ODOO 19] Build 20251222 missing function scrollAndHighlightHeading

Because of a problem when building an enterprise image based on odoo:19.0, an important function scrollAndHighlightHeading is missing.
Please deliver a new basic image soon, in which the error function is present.
The missing function is located in /addons/html_editor/static/src/utils/url.js
