Improvements for Release Blog Posts

During today's security release, we identified a few issues with the current release post generator automation:

1. When multiple releases are created at the same time, they are not merged into a single PR
2. Static Builds are slow, and they aren't always needed for every build. We should split this into a _seperate_, non-required matrix.
3. Security Release Posts are not properly formatted.
