Deployment: Disable Staging CD

Is your feature request related to a problem?
We need to merge a branch that adds config support to evaluation, but these changes are breaking and require updated frontend changes. However, we cannot deploy the latest frontend to staging yet, and NGOs are currently using staging in production workflows.

Describe the solution you'd like
Temporarily disable CD (Continuous Deployment) for staging environment to prevent breaking changes from auto-deploying. This allows us to:

• Continue development and merge the evaluation config branch
• Maintain stable staging environment for NGO users
• Re-enable CD once frontend changes are deployed and tested
