Send to specified application

Is it possible we could get a button or drop down to specify where the hotkeys are outputting?

Sending to the active window is fine, but when you introduce overlays like XSOverlay or OVR Toolkit, you can tab the active window in VR without even realizing it sometimes.

If we could always send hotkeys straight to the application it would make browsing other applications in VR a lot easier

I guess XSOverlay and OVR Toolkit can mirror desktop windows and require focusing them to send inputs to them. Otherwise if it was raw overlay applications they could handle input through the SteamVR APIs without needing to steal focus.

I'm currently working on switching the simulation layer and putting this functionality into a more serious (but still free) application, that I'm also trying to keep cross-compatible with Linux, just as Windows is starting to appear shaky. I'll keep this in mind while working on this, and if I bump into a good library to use that checks those boxes, it might happen, but no promises.
